    There should be an exemption for the poor, people on a fixed income, and people who vitally need their car due to disability or work demands. There should also be an exemption for old people who have owned their car forever. There should also be a distinction between grossly polluting cars and cars that simply flunk the smog test. People who buy highly expensive old cars that pollute should pay a tax yearly on the mileage they put on the car. People who have owned their car for regular use for over 10-15 years when it did pass smog tests, should get a smog allowance about 3x greater than they would otherwise.
